What does Dallas ISD Enrollment look like?

It’s important to know what Dallas ISD enrollment looks like, since the school district gets funding from the state based upon its enrollment figures:
As you can see, Dallas ISD enrollment dropped precipitously from school year 2002 to 2005. In 2006, Texas dissolved the Wimer-Hutchins ISD and Dallas ISD absorbed those students into its campus, thereby providing the bounce on the graph.
However, the decrease in enrollment continued after the brief jump, to the point that 2008 enrollment figures have come back full circle, and are nearly at the 1997 level again.
