While we take a break to suss out the actual Dallas Private School enrollment figures, enjoy this comparison of the ethnicity breakdown of DISD enrollment in 2007 compared to the ethnicity breakdown of DISD graduations in 2007. This is a follow up to “Hey, where the white kids at?” and “Did the white kids go to Richardson or Plano?”
In an earlier post we saw that there is a vast difference between the percentage of Dallas residents that are white (30%) and the percentage of white Dallas ISD students (5%). So what could account for that difference?
In a follow-up post, I dismissed the possibility of a flight to private schools making the difference, since I mentioned it would take tens of thousands of students being enrolled in private school for that to be the case.
Well, since then I’ve been directed to some numbers found in dallasrelo.com, a Dallas relocation site that has enrollment information for Dallas Private Schools. If the numbers are right, then there ARE tens of thousands of students enrolled in Dallas Private Schools. In another insightful look into the education level of Dallasites, today we take a slight detour from looking into DISD numbers and zoom out to look at the City of Dallas as a whole, and find that over half of Dallas population over 25 years old is operating on a High School education or lower. According to the just-released numbers by the U.S. Census 2007 American Community Survey 1-Year Estimates, the foreign-born population in the DFW Metro area exceeded 1 million:
Seems like a big figure for North Texas, especially when compare to a place like San Antonio, which I had assumed would have had a larger foreign-born population.
However, that doesn’t seem such a big figure when you compare it to the total in the 10-county DFW Metro area. Chart after the jump.

So, if only 5% of Dallas ISD is made up of white children when the city is 30% white, where did all those other white children go?
My first thought was: Kids’ White Flight. Wikipedia defines White Flight thusly:

or urban neighborhoods that are becoming racially desegregated to white suburbs and exurbs.
However, for this to be the case, those missing white students should show up SOMEWHERE in the suburbs or exurbs. I proceeded to see if this was the case by checking the numbers of the two nearest candidates for White Flight: Richardson ISD and Plano ISD. If it was true that white students were being sent to other school districts, then the numbers should show a number of white students at either Plano ISD or Richardson ISD that is higher than their populations would predict. I acquired figures from the Texas Education Agency and the US Census, and my findings (with charts, of course) are after the jump.

Yesterday the Dallas Morning News reported in its business section on a study (actually, a press release) that claims that home prices in the Dallas area actually ROSE in 2008. Yeah. Rose.
The truth, as reported every month by the same Dallas Morning News, is that the median price of North Texas homes has dropped from $149,000 in March 2008 to $129,000 in January 2009. The median price is a much better indicator of the overall health of a real estate market than simple average price, since average price can be affected by a few house purchases that are in the millions. The median price is the middle price, where half the homes for that month were sold for more, and half for less.

Earlier this week, Bud Kennedy of the Fort Worth Star-Telegram wrote an article that got plenty of attention: For the first time, Hispanic children are the majority in Texas’ first-grade classrooms.
While it may be true that it’s the first time that fact holds for all of Texas, in the Dallas Independent School District, that has been true for many years. As a matter of fact, in 2007 first grade classrooms in DISD were 68% Hispanic. If we were going for a simple majority for Hispanic first graders, it would actually be a DECREASE for DISD. So that’s old news In DISD.
The real question? Well, where are the white kids? Follow me after the jump for two unbelievable graphs.

Much has been made lately about inmates in Texas prisons having smuggled cellphones. It all came to light late last year when condemned killer Richard Lee Tabler used a smuggled cell phone to call and threaten state Senator John Whitmire.
I’m surprised I haven’t seen what I consider to be a pretty obvious solution to the problem proposed. Now, I may be missing something, but here goes my proposal:
The government already has the ability and the capacity to tap in to cell phone conversations, including any data transmisisons. It’s called CALEA. The problem with doing that, according to news reports, is that law enforcement has a hard time tracking “pre-paid” cell phones until an inmate is discovered with one, then they go back to try and find its source.
I have a better solution: Don’t track the phone. Track the location.
Pay (yes, pay) cell phone providers to install small Base Transceiver Stations (BTS) around the prisons, effectively creating micro-cells in the prison. Each BTS shares a Location Area Code (LAC), and has a unique Cell ID (CID). Now, all you have to do is monitor, through CALEA, incoming and outgoing calls and data that originate and end through those CIDs. So you don’t have to chase down random phones bought in Atlanta. The phone will come to you. All you need to know is which CIDs to monitor, and since you’ve forced the cell phone to YOUR Cell IDs, they’re easy to monitor.
Now, I may have missed a few things here, since this is just a “back of the napkin” plan, but I think it’s doable.
